It's not the most convenient solution, but PS4 and PSVR players will be able to fully transfer to the PS5 with very few exceptions - you just have to rely on all your PS4 accessories to make it work.
As far as the PS5VR, Sony hasn't said for certain one way or another whether it will come. Recently, PlayStation CEO Jim Ryan appeared in the PlayStation documentary From Bedroom To Billions and said that while VR is still unproven for Sony, the company is still "very interested" in where it could go. The recent patent also shows a design for a new PSVR controller, so PSVR 2 may be coming sooner rather than later.
